You already run Harness for delivery. If your CI/CD, feature flags, security testing and cloud cost are already on Harness, adding SEI means one vendor, one contract, one data model and one login. That consolidation is a genuine advantage and we will not argue against it.
You want automation and measurement in one place. Harness can act on what it measures inside its own pipelines. A standalone intelligence platform reports; it does not run your deployments.
You are buying a DevSecOps platform, not a point tool. If the strategic decision is to consolidate the whole software delivery lifecycle onto one vendor, that is a different, larger decision than choosing an engineering intelligence tool, and Harness is built for it.
You do not want your metrics tied to one delivery vendor
