GitHub just declared the end of the linear SDLC. Your metrics need to follow.

BEFORE: LINEAR PlanCodeTestDeploy NOW: AGENTIC, CONTINUOUS Completed software work Developers setdirection Agents implementand verify Learning engineimproves next cycle Triggers fromanywhere

Based on the agentic software delivery model GitHub described at Universe 2026.

At GitHub Universe 2026, GitHub laid out its plan to become an end-to-end software delivery system for developers and their agents. The products are impressive. The bigger story is the definition of success underneath them. GitHub is now saying, plainly, that code is not the output. Completed work is. That changes what every engineering organization should measure.

The vision

From writing code to orchestrating agents

In his Universe keynote post, Jay Parikh, EVP of CoreAI at Microsoft, describes how fast the job has changed: in a couple of years, developers went from writing every line of code, to working with AI assistants, to orchestrating fleets of agents. The goal stayed the same: ship a feature, a bug fix, a security fix.

“Completed work, not more code, is the output that matters.”

Jay Parikh, EVP of CoreAI at Microsoft, GitHub Universe 2026

GitHub also argues the SDLC is no longer a straight line from planning to coding to testing to deployment. A code change, a colleague’s request or a production metric can trigger work anywhere in the system. Developers set direction, make decisions and stay accountable for what ships. Agents implement and verify. And everything feeds a continuous learning engine that makes the next cycle better. GitHub frames the goal in three words: velocity, intelligence and quality.

What launched

The Universe 2026 announcements, in short

GitHub Copilot appOne agent-first surface from issue to merge, for code, specs, design discussions and telemetry analysis.
Copilot FusionMulti-model orchestration that decides how to run each task across one or more models.
Copilot projects and session continuityAgent work across multiple repos in parallel, and one cloud session you can follow from phone, VS Code, CLI or the web.
Copilot automations that learnCloud workflows for tasks like triage and review that now learn from their outcomes and propose improvements for humans to approve.
Copilot code review MaxA deeper review tier for high-risk changes, which GitHub says posted the highest F1 score on ReviewBench for high-severity issues.
Copilot without a separate enterprise subscriptionGitHub Enterprise customers get all Copilot features and pay for the AI credits they use.

Underneath, GitHub says it has added 4 million CPU cores, 160 PB of high-speed storage and 50 Tb/s of network capacity this year, is moving to a multi-region Azure deployment, and is rebuilding its Git architecture for agent-scale traffic. Parikh’s boldest line: all the software written so far may amount to less than 1% of what will be written in the next five years.

What it means

Five shifts for how you measure the AI SDLC

1 · THE UNIT Measure completed work, not code volume If the platform owner says completed work is the output, lines of code, commits and accepted suggestions are officially activity metrics. The questions that matter are how much work reached users, how fast, at what quality and at what cost. Our AI ROI guide covers how to build that view.
2 · THE FLOW Stage-by-stage metrics break in a non-linear SDLC When work can start from a production alert, loop between agents and reviewers, and jump stages, classic “time in coding, time in review” breakdowns lose meaning. Leaders need end-to-end flow from trigger to completed work, plus visibility into where work loops and stalls.
3 · THE BILL Pay-per-credit makes AI spend a variable cost Dropping the separate Copilot subscription in favor of AI credits is great for adoption. It also turns a fixed seat price into a usage bill that moves with agent activity. Cost per completed unit of work, by team, becomes the number your CFO will ask about.
4 · THE MODELS Multi-model is the default, so quality by model matters GitHub reports that Fusion Max scored within two points of Opus 5.5 Max on the Artificial Analysis Coding Agent Index, at half the cost and 40% less time per task. Benchmarks like that are a strong signal. Your own codebase is the real test: acceptance, rework and change failure by model, in your repos.

5 · THE BOTTLENECK Review is now a product category GitHub says it directly: more code means more pull requests and more demand for review. Launching a “Max” review tier is a signal of where the constraint sits. Track review load, wait time and rework on agent changes, and see our view on measuring code review.

When the platform says completed work is the output, every engineering leader needs a way to count completed work, and what it cost.

The learning engine

Whose learning engine is it?

The most important idea in GitHub’s vision is the continuous learning engine: completed work feeds back so the next cycle is better. We agree, and it raises a practical question for every enterprise. Most engineering organizations do not run on one vendor. Code lives across GitHub, GitLab, Bitbucket and Azure DevOps. Planning lives in Jira or Linear. Agents come from several providers. GitHub itself stresses that it stays open and extensible, with integrations to tools teams already rely on.

That means the learning that matters most, how your organization delivers software across every tool, model and team, has to be captured somewhere neutral. And for many enterprises, the richest version of that context is too sensitive to leave their environment.

Where Waydev fits Waydev is the engineering intelligence layer across your whole toolchain, GitHub included. It connects Git, ticketing and CI/CD across vendors, separates human and agent contribution, and measures AI adoption, delivery, quality, review load and cost per completed outcome by team and model. Through Waydev MCP, that context can be served to any coding agent, Copilot included.
WAYDEV 15B AND WAYDEV BRAIN

Your own learning engine, built for the SDLC, inside your walls.

Waydev 15B is our model built for the software development lifecycle, and the default model behind the Waydev Agent. Waydev Brain brings it together with Waydev’s agents and your engineering data in a private, air-gapped deployment, so the learning from your completed work stays your own.

Beyond the first 1%

If Parikh is right that today’s software is less than 1% of what will be written in the next five years, the volume of agent work is about to grow by orders of magnitude. GitHub is rebuilding its infrastructure for that world. Engineering leaders need to rebuild their measurement for it too: around completed work, end-to-end flow, cost per outcome and quality by model, across every tool their teams use.
